Russian President Vladimir Putin offers to send free grain shipments to Africa after writing off more than $20 billion in debt. While decades of Western assistance have amounted to nothing but poverty and crippling debt, the Russia-Africa reset is welcomed as a real commitment to helping the continent address its problems.
